INVITATION FOR PRE-QUALIFICATION OF SUPPLIERS/ MANUFACTURERS OF MEDICINES
UNDER INTERNATIONAL COMPETITIVE BIDDING (ICB)
Date of Issue: 30th July 2026
1. The Central Medical Stores Trust (CMST) has allocated funds towards the procurement of medicines and intends to use part of these funds for the prequalification of suppliers/manufacturers of medicines for the 2026-2027 procurement cycle.
CMST hereby invites applications from eligible, qualified, and reputable suppliers/ manufacturers of medicines to be prequalified for participation in future International Competitive Bidding (ICB) procurement opportunities.
2. The objective of this prequalification exercise is to establish a shortlist of qualified suppliers/manufacturers of medicines for a period of one (1) financial year, namely: 2026/2027.Only prequalified applicants will be invited to participate in subsequent bidding processes for the supply of medicines under the applicable categories.
3. Prequalification is a formal process for assessing the capability, technical competence, financial capacity, and experience of prospective bidders before invitations to bid are issued. The process is intended to ensure that only suppliers/ manufacturers with the requisite capacity and resources are invited to participate in future tenders. It is not intended to restrict competition but to enhance efficiency and promote value for money in public procurement.
4. The prequalification process shall be conducted in accordance with the International Competitive Bidding (ICB) procedures prescribed under the Public Procurement and Disposal of Public Assets Act, 2025 and the Public Procurement Regulations, 2020 of the Government of Malawi.
The invitation is open to all eligible suppliers/manufacturers from eligible source countries.
5. Applicants may apply for prequalification under one or more of the following categories:

6. Interested eligible applicants may obtain the prequalification documents from the address provided below during the following working hours:
08:00-12:00 hours
13:00-16:00 hours
Monday to Friday, excluding public holidays.
The documents, which are prepared in the English language, may be purchased upon payment of a non-refundable fee of:
MK26,300.00 (Twenty-six Thousand Three Hundred Malawi Kwacha); or
US$14.00 (Fourteen United States Dollars), or the equivalent in any freely convertible currency.
7. Payments should be made through the bank account provided below 9(b), and an official receipt will be issued by CMST upon proof of payment. Applicants may thereafter collect the prequalification documents from the Procurement Office.All bank charges and associated transaction costs shall be borne by the applicant.
8. Applicants may submit applications for one or more medicine categories.
Detailed product specifications under each category will be included in the Invitation to Bid, which will be issued to successful prequalified applicants following completion of this exercise.
CMST reserves the right to amend, increase, decrease, or modify the categories and quantities listed above.
Completed applications must be enclosed in sealed envelopes clearly marked: “PREQUALIFICATION FOR THE SUPPLY OF MEDICINES – 2026-2027”
Applications must be deposited in the Tender Box at the address below no later than 14:00 hours on 29th August, 2026. Late applications shall not be accepted.
